Dr. Gatchalian has PhD, M.A. and A.B. degrees from the University of the Philippines (U.P.), and an M.S.S. degree and a Dipl. in Labor and Industrial Relations from at the Netherlands Institute of Social Studies. He also completed specialized courses at the ILO Turin Centre in Italy and at the Harvard University Business School in Boston, U.S.A.
Former Dean and Professor of the U.P. School of Labor and Industrial Relations, Dr. Gatchalian is concurrently Chairman of Quality Partners Co., Ltd (QPCL). and Vice-Chairman of the Development Center for Asia, Africa and the Pacific (DCAAP). He was a Fellow of the Strategic Studies Group, National Defense College of the Philippines, an Adjunct Professor of the Asian Institute of Management and Visiting Professor of the University of Malaysia in Sarawak, Malaysia.
A multi-awardee, he received a Professional Achievement Award from the UP College of Mass Communication in 1980, was acknowledged as a U.P. Outstanding Administrator in 1985, was given an Industrial Peace Award by the Businessmen-Bishops Conference (BBC) in 1992, and a “Distinguished Alumni in Labor Management Cooperation for Industrial Peace and Harmony” by the U.P. Alumni Association, in 2011. He is President Emeritus of the Philippine Industrial Relations Society (PIRS), and was once a member of the Executive Committee of the International Industrial Relations Association (IIRA).
Dr. Gatchalian provides training and consultancy services to undertakings – public and private - in work relations, alternative dispute resolution, cross-cultural communications and related areas. He has published researches on workplace cooperation, the informal economy, child labor, and related areas for the ILO, APO, FES, etc. and pioneered in setting-up Workplace Cooperation Programs in companies in Indonesia, the Philippines and other Southeast Asian countries. Over the years, Prof. Gatchalian has participated in congresses of the European Organization for Quality (EOQ), American Society for Quality (ASQ), Middle East Quality Association (MEQA), International Industrial Relations Association (IIRA), Asia Pacific Quality Organization (APQO) and in other local and international conferences.
